Unable to shutdown a VM: state not changed within 2m0s

Symptoms 

Unable to shutdown a VM:

SVM_ERROR: not changed within 2m0s

Cause

guest-agent is not installed or got stuck. In the scope of task SVM2-6346 it's planned to improve the product behavior and make it more adjustable. 

Resolution

1. Ensure the Guest Tools are installed on a VM.

2. If the issue remains with the Guest tools installed, click the Power Off button to force shutting down.

Note: if VM has some sensitive data it can lead to data loss (this is equivalent of pulling out the power cable from the machine)
