VPS does not start after offline migration after updating SolusIO to version 1.3.0-24169

Symptoms 

VPS does not start after offline migration after updating SolusIO to version 1.3.0-24169 with the error:

SVM_ERROR: failed to start virtual server "414b7d33-243a-4da4-9cb4-ade21e607cd6": unsupported configuration: vnc port must be in range [5900,65535]

Cause

SolusIO bug with ID #SIO-4185 which was fixed in SolusIO version 1.3.0-24200

Resolution

Update SolusIO to the latest mainline version.
